Ezra Hausman Vice President and Chief Operating Officer, has consulted on energy and environmental issues since 1998. He holds a PhD in earth and planetary sciences, an SM in applied physics from Harvard University, an MS in civil engineering from Tufts University, and a BA from Wesleyan University.

Tim Woolf Vice President, has worked in the energy consulting and regulatory field since 1982. He recently served as a commissioner for the Massachusetts Department of Public Utilities and also as president of the New England Conference of Public Utility Commissioners. He holds an MBA from Boston University, a Diploma in Economics from the London School of Economics, and bachelor degrees in engineering and English from Tufts University.

Rick Hornby Senior Consultant, has worked in the energy industry as a regulatory consultant, senior civil servant, and project engineer since 1976. He has addressed a wide range of planning, market structure, ratemaking and contracting issues in the electricity and natural gas industries.

David Nichols Senior Consultant, holds a PhD from MIT. His energy work includes efficiency studies, technology assessment, cost benefit analysis, design and evaluation of demand-side load response and efficiency programs, and policy analysis. Prior to joining Synapse, he was co-founder and vice president of the Tellus Institute.

William Steinhurst Senior Consultant, has worked in energy policy and regulation of utilities since 1981. He served as director for regulated utility planning at the Vermont Department of Public Service. Dr. Steinhurst holds a PhD in mechanical engineering from the University of Vermont, an MS in statistics, and a BA in physics from Wesleyan University.

David White Senior Consultant, holds a PhD in engineering systems from MIT. He has worked with energy systems and computer software since 1975, including 5 years at the MIT Energy Laboratory.

Bob Fagan Senior Associate, has been involved in the energy industry as a mechanical engineer and energy economics analyst since 1987. He holds an MA from Boston University in energy and environmental studies and a BS from Clarkson University in mechanical engineering.

Lucy Johnston Senior Associate, has analyzed the electricity industry regulatory policy since joining the Massachusetts Department of Telecommunications and Energy in 1991. She holds an MS in energy resources and environment from the University of California at Berkeley, and a BA in history and literature from Harvard College.

Geoff Keith Senior Associate, holds an AM in environmental studies from Brown University and a BA in english from Tufts University. Prior to joining Synapse, he was an energy consultant with M.J. Bradley & Associates and a policy analyst at the Rhode Island Division of Public Utilities and Carriers.

Paul Peterson Senior Associate, has studied energy efficiency policy issues since 1978. He has worked at the ISO New England, the Vermont Public Service Board and the New England Conference of Public Utilities Commissioners (NECPUC). He holds a JD from Western New England College School of Law and a BA in political science from Williams College.

Neil Talbot Economic and Financial Consultant, has consulted since 1968. His focus is primarily on utility company economic, financial and regulatory issues. He holds a law degree from University of Cape Town, and masters degrees in economics and finance from Cambridge University and Boston College respectively.
