Max Chang
Max Chang, associate, provides economic analysis of technologies and policies,
performs electric policy modeling, and evaluates air emissions of electricity
generation. Mr. Chang's projects at Synapse have focused on energy efficiency,
consumer advocacy, environmental compliance, and technology strategy within
the energy industry. As part of this work, he has conducted analysis in utility
rate cases focusing on reliability metrics and infrastructure issues; analyzed
the benefits and costs of electric and natural gas energy efficiency measures
and programs; and testified in Massachusetts supporting the development of the
Cape Light Compact's three-year energy efficiency plans. Recently, Mr. Chang
co-authored the Avoided Energy Supply Costs (AESC) in New England: 2011 Report,
which is a key reference used by New England energy efficiency program administrators
to develop energy efficiency plans. He also co-authored the 2009 edition of
the AESC Report.
Prior to joining Synapse, Mr. Chang was a senior scientist at Environmental Health and Engineering. Mr. Chang holds a Master of Environmental Science and Engineering from Harvard University, and a Bachelor of Arts from Cornell University.
