Home > Consulting Expertise > Staff > Lucy Johnston Lucy Johnston Lucy Johnston is a Senior Associate with Synapse Energy Economics. Ms. Johnston has analyzed electricity and environmental policy and regulatory issues since 1986 through her work for Synapse, the Massachusetts Department of Telecommunications and Energy, graduate study, and various public interest organizations. Ms. Johnston's work in the past few years has focused on climate change policies and anticipation of financial risks in the electric sector associated with greenhouse gas emissions. Recent projects include preparation of reports on greenhouse gas mitigation strategies and the need for incorporating financial risks of greenhouse gas emissions into electric sector planning and resource procurement. She has also assisted in coordination of environmental stakeholders in the Regional Greenhouse Gas Initiative (RGGI). Prior to her focus on climate change policy, she worked on distributed generation policy and load response in wholesale markets with a particular focus on ensuring environmental benefit from load response and the deployment of "clean" technologies. She managed a two phase project for the Ozone Transport Commission that included a survey of clean power and energy efficiency programs (including Public Benefit Funds) in the Ozone Transport Region and case studies of multi-pollutant regulations and emissions reduction potential calculations. Ms. Johnston was lead staff for the Massachusetts Department of Telecommunications and Energy (DTE) on issues such as information disclosure, wholesale market issues, and environmental issues. She served on an advisory group to the Massachusetts Division of Energy Resources developing Renewable Portfolio standards, served on an advisory group to the Northeast States for Coordinated Air Use Management (NESCAUM) to develop a model rule for emissions performance standards, and wrote the Department's regulations on information disclosure. She has extensive experience in electric restructuring policies and regulatory issues, as well as wholesale market and bulk power system issues. She served as co-chair of the Staff Energy Policy Committee of the New England Conference of Public Utility Commissioners, on NARUC's Energy Resources and Environmental Committee, and as the DTE liaison on environmental issues. Ms. Johnston has extensive experience working with groups of organizations and state agencies on complex policy issues. She began by working on coordination of state environmental externality policies for the New England Conference of Public Utilities Commissioners (NECPUC). Subsequently she co-chaired the staff group that developed a coordinated approach to information disclosure and to state intervention in wholesale power market issues in New England. Her work with the Ozone Transport Commission required interaction and coordination among a disparate group of state environmental agencies on multi-pollutant emissions control policies. She has worked recently with New England environmental organizations on projects pertaining to climate change policies, distributed generation policy, and wholesale power markets. These projects provide a strong foundation for effective and efficient work with groups on difficult policy issues. Ms. Johnston received her Master's of Science from the Energy and Resources Group ("ERG") at the University of California, Berkeley, and a BA from Harvard College. |
