David A. Schlissel
David A. Schlissel is a Senior Consultant at Synapse Energy Economics. Since 1973, he has served as a consultant, expert witness, and attorney on complex management, engineering, and economic issues, primarily in the fields of energy and the environment. Prior to joining Synapse, Mr. Schlissel was the president of Schlissel Technical Consulting, Inc. and its predecessor, Schlissel Engineering Associates.
Mr. Schlissel has been retained by regulatory commissions, state and federal governmental agencies, publicly-owned utilities and private environmental and consumer organizations to prepare expert analyses on issues related to electric, natural gas, and telephone utilities. As part of this work, he has presented expert testimony in more than 100 proceeding before regulatory boards and commissions in 30 states, two federal regulatory agencies, and in state and federal court proceedings.
Mr. Schlissel’s recent work has included evaluating utility resource plans, investigating the need for and relative economics of proposed coal-fired power plants, critiquing the estimated construction costs of proposed coal-fired and nuclear power plants, and assessing the appropriate CO2 costs to use in electric resource planning. Mr. Schlissel also has investigated the relative economics of demand side and renewable alternatives to proposed fossil-fired power plants. He also has extensive experience evaluating electric system reliability and power plant operations and outages.
Mr. Schlissel holds BS and MS degrees in Astronautical Engineering from the Massachusetts Institute of Technology and Stanford University. He also received a Juris Doctor degree from Stanford University School of Law. He has also studied Nuclear Engineering and Project Management at MIT. He is a member of the New York State Bar and the American Nuclear Society.
