William Steinhurst
William Steinhurst is a Senior Consultant with Synapse Energy Economics. Dr. Steinhurst worked at the Vermont Department of Public Service from 1981 to 2003, where he served as Planning Econometrician and, beginning in 1986, as Director for Regulated Utility Planning.
He previously held the positions of Chief of Research and Statistics and Director of Planning and Research at the Vermont Department of Corrections; Acting Deputy Commissioner and Director of Planning and Evaluation at the Vermont Department of Social and Rehabilitation Services; and Director of Planning at the Vermont Agency of Human Services.
Dr. Steinhurst has authored dozens of papers and reports on statistics, modeling, energy policy, and regulation. He has consulted for various clients, including the Connecticut Office of Consumer Counsel, the Illinois Citizens Utility Board, the California Division of Ratepayer Advocates, the D.C. and Maryland Offices of the Public Advocate, the Delaware Public Utilities Commission, the Regulatory Assistance Project, the National Association of Regulatory Utility Commissioners, the National Regulatory Research Institute, AARP, the Union of Concerned Scientists, the Northern Forest Council, the Nova Scotia Utility and Review Board, the U.S. EPA, the Conservation Law Foundation, the Sierra Club, the Oklahoma Sustainability Network, Illinois Energy Office, the Massachusetts Executive Office of Energy Resources, the James River Corporation, and the Newfoundland Department of Natural Resources. In addition, he has testified as an expert witness in over 30 cases on topics including utility rates and ratemaking policy, prudence reviews, integrated resource planning, demand side management policy and program design, utility financings, power purchases, statistical analysis, and decision analysis. He has testified many times before legislative committees and provided technical assistance in the drafting of legislation and regulations.
Dr. Steinhurst holds a BA in Physics from Wesleyan University, and an MS in Statistics and PhD in Mechanical Engineering from the University of Vermont. He is a Justice of the Peace in Montpelier, Vermont.
