Kenji Takahashi


Kenji Takahashi is an associate at Synapse Energy Economics. He conducts economic, environmental, and policy analysis of electric system technologies, policies, and regulations associated with both supply and demand side resources. He has significant experience in the analysis of integrated resource plans, renewable energy portfolio standards, distributed generation, demand response (including advanced metering infrastructure), and energy efficiency measures and programs.

Mr. Takahashi’s recent focus has been in two areas. First, he evaluated the design and performance of utility energy efficiency programs across the United States. As part of this work, he identified the existence of economies of scale in the cost of saved energy associated with different energy efficiency programs over several years. Second, he assisted the states of Colorado, Maryland, and South Carolina with developing state climate change action plans. This work involved leading the analysis team in evaluating costs and benefits of numerous demand and supply-side policy options, including quantifying expected greenhouse emission reductions. These policy options and many of the key model inputs were developed through stakeholder discussion processes.

Prior to joining Synapse, Mr. Takahashi was a research associate at the Center for Energy and Environmental Policy (CEEP) of the University of Delaware. In one of his research projects at CEEP, he investigated the impacts of different distribution rate designs on the development of distributed energy resources (e.g., renewable energy, distributed generation, energy efficiency, and demand response). A report summarizing this research was prepared for Delmarva Power Company. He has also held research intern positions for Delaware Division of Public Advocate and for the Resources for the Future. At these organizations he gained extensive research experience in the field of distributed energy resource policy and electric utility regulation and restructuring.

Mr. Takahashi also held a regulatory research intern position for Delaware Division of Public Advocate and a research intern position at Resources for the Future. At these organizations he gained extensive research experience in the field of distributed energy resource policy and electric utility regulation and restructuring.

Mr. Takahashi holds an MA in urban affairs and public policy with a concentration in energy and environmental policy from the University of Delaware and a BA in law with a concentration in public administration from Kansai University in Osaka, Japan.
