Tim Woolf

Tim Woolf is a vice president at Synapse Energy Economics, where he consults on a range of electricity and gas industry issues. The primary focus of his work includes electricity industry regulation and planning; technical and economic analyses of electricity systems; energy efficiency program design and policy analysis; renewable resource technologies and policies; clean air regulations and policies; and many aspects of consumer and environmental protection.

Prior to working at Synapse, Mr. Woolf was a commissioner at the Massachusetts Department of Public Utilities (DPU). In this role, he addressed a variety of regulatory issues, with a focus on energy efficiency, decoupling, smart grid, distributed generation, renewable resources, and demand response in wholesale markets. He was a board member on the Energy Facility Siting Board from 2007-2010. He also served as the President of the New England Conference of Public Utility Commissioners (NECPUC) from 2009-2010.

Mr. Woolf has testified as an expert witness in many state regulatory proceedings and has authored numerous reports on electricity industry regulation and analysis. He has also represented a variety of clients in relevant working groups, task forces, collaboratives and settlement negotiations. Mr. Woolf has published articles on electric utility regulation and planning in Energy Policy, Public Utilities Fortnightly, The Electricity Journal, Utilities Policy, Energy and Environment, Local Environment and the Review of European Community and Environmental Law.

Mr. Woolf holds an MBA from Boston University and a Diploma in Economics from the London School of Economics, as well as a BS in mechanical engineering and a BA in English from Tufts University.
