Shannon Liburd joined Synapse in October of 2020, and provides research and consulting services on a wide range of energy and electricity issues, including grid modernization, integrated resource planning, energy storage, microgrids, and electricity markets.
Prior to joining Synapse, Mr. Liburd worked as a distributed energy resource consultant at ICF, where he helped develop a U.S. electric utility’s Distribution Resource Planning roadmap as part of its grid modernization strategy. As a Renewable Energy Project Manager at Sustainable CUNY, he worked on addressing the technical and financial challenges associated with interconnecting large-scale solar photovoltaic (PV) and energy storage systems to the New York City grid in collaboration with Con Edison and the National Renewable Energy Laboratory (NREL). He also collaborated with Queens College and electric vehicle company Nuvve to help develop NYC’s first grid-interactive electric vehicle demonstration project. As a Project Manager at GE Renewable Energy, he facilitated the integration of third-party wind turbines into GE’s remote turbine monitoring operations, and outlined the operational and technical processes needed to achieve these goals. He also completed a competitive analysis of annual global wind turbine blade production to provide key market insights into onshore and offshore wind turbine development.
As an Economic Officer at the U.S. Department of State, Mr. Liburd modeled a utility-scale microgrid solution for a UN refugee camp in Jordan serving 100,000 Syrian refugees, organized a mini-grid workshop for over 150 energy practitioners, and highlighted best practices for increasing energy access in developing countries through commercially scaling mini-grids. He has led efforts to help U.S. companies win energy infrastructure opportunities overseas through market intelligence gathering and policy assistance support, and through creating a mechanism to combine the resources of U.S. government economic agencies. He also has experience facilitating stakeholder engagements with senior-level executives in the business, government, and civil sectors.
Mr. Liburd has a Master of Science in Technology and Policy and a Bachelor of Science in Aerospace Engineering from M.I.T.
