Patricio Silva is a Principal Associate at Synapse Energy Economics with over 24 years of experience in environmental regulation, electric power generation, and transportation matters. Over 12 years at ISO New England, he facilitated stakeholder processes concerning environmental topics and evaluated the impact of air pollution, water use, wildlife protection, and state and federal land use laws and regulations on power system operations, planning, and system reliability.

Mr. Silva has extensive experience with implementation and compliance requirements for affected entities under the Clean Air Act, Clean Water Act, Endangered Species Act, and Federal Power Act, including permitting of offshore wind resources, transmission projects, and relicensing of hydroelectric projects.

Other work experience involved identifying and quantifying the benefits of pollution reduction technology options for power plants and heavy and light-duty vehicles, assessing challenges in integrating renewable energy resources, and evaluating the reliability impacts of generator retirements.

Mr. Silva has prepared assessments of various legislative and regulatory actions on environmental and energy policy matters and participated in proceedings before state and provincial agencies, boards, and commissions across the U.S. and Canada.

Mr. Silva has provided testimony before Congress, environmental regulatory agencies, commissions, and state legislatures across the United States and Canada on a range of energy policy and regulatory matters. 

He holds a J.D. from the University of Arizona Rogers College of Law at Tucson and a BA in Government from Colby College at Waterville.
