Raise Your (Cost-Effectiveness Screening) Standards: A Discussion of the National Standard Practice Manual for Assessing Cost-Effectiveness of Energy Efficiency Resources

Until recently, most people involved in assessing the cost-effectiveness of energy efficiency resources relied upon the California Standard Practice Manual—originally drafted over twenty years ago. The National Efficiency Screening Project, coordinated by E4TheFuture, recognized the need for decision-makers to have an updated and expanded tool that would enable them to make informed decisions about how to invest in efficiency resources, reduce costs to customers, and meet key regulatory goals. In May 2017, NESP published the first-ever National Standard Practice Manual, providing a comprehensive framework to improve the way utility customer-funded electricity and natural gas energy efficiency resources are evaluated for cost-effectiveness throughout the United States.
