Best Practices for Screening Energy Efficiency Programs

States are currently using a variety of methodologies and assumptions in their energy efficiency screening practices, but many do not properly account for the full benefits of energy efficiency programs. Synapse prepared a report presenting the best practices for screening energy efficiency programs in a way that most effectively and comprehensively accounts for the appropriate costs and benefits. This report discusses such important issues as methodologies for estimating avoided costs, accounting for “other program impacts,” appropriate discount rates, and more.
