Alaska Rate Design and Cost of Service

Synapse and Resource Insight Inc were hired by the Renewable Energy Alaska Project (REAP) to submit rate design and cost of service testimony in a Chugach Electric Association rate case. Synapse demonstrated why the Alaska Commission should adopt a low fixed charge paired with an inclining block volumetric rate structure. While rates should always be designed to discourage wasteful usage, energy conservation in Alaska is especially urgent due to the decline of economically retrievable natural gas in the state. Synapse also addressed several cost of service issues.
