Synapse supported Sierra Club with expert witness testimony probing Ameren Missouri's large load tariff proposal. Synapse recommended tariff improvements to mitigate cost shifting from large load customers and increase protections for existing consumers, as well as facilitate large load customer decarbonization. Synapse also identified numerous flaws with Ameren's quantitative analysis underlying its claims that proposals for large load rate treatment adequately protect other customers from the risk of cost shifting. The parties in the case ultimately reached a unanimous settlement agreement, in which Ameren MO increased the large load customer tariff pricing in order to address the concerns that Synapse raised about revenue sufficiency.
