Anthony Star

Anthony has more than two decades of experience advancing regulatory innovation and consumer-focused energy initiatives. He served as the Director of the Illinois Power Agency (IPA) from 2013 through 2022, Planning and Procurement Bureau Chief from 2022 through 2024, and Senior Advisor from 2024 until 2026. His work at the IPA included overseeing the procurement of electricity for the default service customers of Illinois utilities, the development and implementation of programs and procurements to support the growth of clean energy resources, and producing reports and plans on key energy policy matters. 

Anthony previously served as a Policy Advisor to two Chairmen of the Illinois Commerce Commission, and before entering government service spent thirteen years at the Center for Neighborhood Technology in a variety of roles working on energy policy and environmental sustainability, culminating in the position of Director of Policy and Evaluation for CNT Energy. He helped start the nation’s first residential real-time pricing program as well as community-based energy efficiency and demand response programs. Anthony holds a B.A. in History and an M.A. in Social Sciences from the University of Chicago.
