Assessing Net Energy Metering for Solar Distributed Generation

Synapse was retained by Clean Wisconsin to assess proposed reforms to Net Energy Metering (NEM) for residential solar customers. Synapse analyzed impacts of the proposal on payback periods for solar customers and rate impacts for non-solar customers of the proposal versus traditional NEM. Our analysis demonstrated that NEM currently results in de minimis rate impacts and that the utility's proposal, including certain performance incentive mechanisms, were unjustified and unnecessary. We recommended the Commission retain NEM in the short-term and review successor compensation structures as solar penetration increases in Wisconsin.
