Assessment of Utility Risk Modeling Methodologies in California

Synapse assisted The Utility Reform Network (TURN) in the CPUC’s Safety Model Assessment Proceeding (SMAP) on multiple risk-modeling issues, including how to address tail risk, tranche granularity, and how to appropriately discount benefits and costs. Synapse also drafted a white paper on discount rates in risk modeling to aid the Commission’s deliberation on this issue.
