Avoided Energy, Capacity, and Transmission Costs for Wisconsin Utilities

Synapse (as a subcontractor to GridLab) developed avoided energy, capacity, and transmission costs for several utilities in Wisconsin for purposes of parallel generation tariffs. Synapse reviewed the proposals from each of the five Wisconsin utilities and provided recommendations and alternate key assumptions and values that accurately capture the avoided utility system costs. Synapse used the EnCompass capacity expansion and production cost model in order to develop avoided energy costs in MISO on a zonal basis. Synapse developed avoided transmission costs based on marginal load growth-related transmission investments identified through the MISO Transmission Expansion Planning Process.
