Synapse provided analytic assistance to the Massachusetts Department of Environmental Protection as that agency developed its framework for regulations to create a Clean Heat Standard. The first phase of that work involved writing three memos, with our subcontractors Sustainable Energy Advantage, addressing 1) the costs of clean heat technologies; 2) surveying other policies based on tradable credits; and 3) analysis of the role of electric distribution companies and obligated entities in implementing a Clean Heat Standard.
