Comments on RL Harris Reliscensing

Alabama Riverkeepers retained Synapse to provide comments for the re-licensing of Alabama Power's RL Harris Dam. Synapse commented on additional analyses that should be included in Alabama Power's analysis of the possibility of reconfiguring the existing turbines to accommodate variable flows and/or battery storage pairing.
