Comments on Time-Varying Rates in Nova Scotia

As a consultant to the Nova Scotia Utility and Review Board Counsel, Synapse provided comments regarding Nova Scotia Power's proposed modifications to the Time-Varying Pricing tariff pilot. We developed recommendations for modifying the tariffs to be more cost-reflective (based on avoided costs), while maintaining relative rate stability and customer acceptance. We also discussed the need to thoroughly evaluate the impact of non-coincident demand charges on commercial customers' willingness to enroll in a time-varying rate.
