The Connecticut Office of Consumer Counsel (OCC) hired Synapse to provide expert assistance in rate cases for Connecticut Natural Gas Corporation and the Southern Connecticut Gas Company (Docket 23-11-02). Dr. Asa Hopkins of Synapse provided expert analysis and testimony on “future of gas” system issues such as long-term planning, cost-benefit analysis, and infrastructure needs and alternatives, and placed the issues in these cases in the context of gas utility issues and policies in other jurisdictions. We also coordinated with OCC’s witnesses on other topics where there may be overlaps in either facts or proposed solutions, such as capital decision-making and depreciation.
