Cost Recovery Options for Coal Ash Remediation and Grid Modernization

On behalf of the South Carolina Department of Consumer Affairs, Synapse analyzed Duke Energy Carolina's proposals concerning cost recovery for coal ash remediation and the Grid Improvement Plan. Synapse presented evidence to the Commission, arguing that no return should be allowed for recorded coal ash remediation costs, that costs for targeted undergrounding should be disallowed, and that grid modernization costs should be primarily allocated to commercial customers. Additionally, Synapse quantified the impact of these proposals on residential ratepayers.
