Synapse analyzed an application from Eastward Energy, and presented recommendations related to cost of service, rate design, and future of gas issues to the Nova Scotia Utilities and Review Board. Synapse found that the proposed increase for residential customers would result in "rate shock," the rate structure proposed was not cost-based, and that Eastward's proposals for natural gas heating incentives were not aligned with federal and provincial energy policy. Synapse's witness found that Nova Scotia's decarbonization policies presented substantial risk to gas utilities that required greater study and analysis.
