On behalf of the Office of the People's Counsel for the District of Columbia, Synapse authored a study on energy affordability for Washington, DC. The work involved conducting a survey of discount rates, distributed energy resource programs, and energy assistance programs with offerings to low-income customers, including eligibility requirements, budgets, and current participation, in Washington DC, Maryland, Massachusetts, and Illinois. The comparative analysis of utility affordability programs and rate structures informed best practice recommendations. For the study, Synapse researched frameworks for assessing and monitoring energy affordability for residential customers and recommended a framework to implement in the District.
