Synapse, on behalf of the Natural Resources Defense Council (NRDC), addressed various proposed changes to California's avoided cost calculator (ACC). Synapse analyzed the proposals and recommended they adopted, while also recommending some adjustments and proposals for consideration of equity in utility DER proposals.
