Synapse assisted the Conservation Law Foundation by providing testimony regarding the impact of a proposal by Global Foundries to become its own electric utility in Vermont. Dr. Asa S. Hopkins testified regarding the consistency of the semiconductor fabricator's proposal with state energy policy and the economic and environmental impacts of its proposal. The petitioner amended its approach during the course of the docket to become more closely aligned with Dr. Hopkins's recommendations.
