On behalf of the Consumer Council of Missouri, Synapse analyzed Missouri-American Water Company’s cost of service study and rate design proposal. Synapse filed expert testimony at the Commission, arguing that more representative customers should be used in calculating distribution allocators, that the residential fixed charge proposal should be reduced, and that lead service line replacement costs should be separately tracked.
