Synapse filed testimony as independent expert for the Nova Scotia Energy Board in the Town of Lunenburg Electric Utility's (TOLEU) general rate case, addressing class cost allocation methodology and rate design issues. Synapse reviewed TOLEU's proposed revenue requirements, cost allocation between customer classes, phase-in of revenue increases, and the proposed elimination of the declining block rate structure for the Domestic class. Synapse found TOLEU's overall cost allocation approach reasonable and consistent with peer utility practices and Nova Scotia Energy Board precedent, while recommending against a revenue-to-cost ratio exceeding 100 percent for the Domestic class and supporting the proposed phase-out of the declining block rate as being in the public interest.
