Synapse was hired by the Nova Scotia Utility and Review Board to provide expert evidence in the Town of Berwick's municipal electric company's general rate application. Synapse provided a comprehensive review of Berwick Electric Commission’s (BEC) Rate Study Evidence and specifically evaluated cost allocation and rate design issues in BEC’s filing. Synapse recommended The Board direct BEC to address cost allocation concerns related to the estimation of demand allocators and the allocation of purchased power costs in its next general rate application. Witness Ben Havumaki provided written testimony and appeared for cross examination at the evidentiary hearing.
