Incremental Electric and Gas Energy Efficiency and Demand Response for Connecticut

The Connecticut Department of Energy and Environmental Protection (DEEP) is engaging Synapse as a consultant to support DEEP in the acquisition of incremental electric and gas energy efficiency and demand response resources with a focus on the evaluation, selection, and prioritization of potential projects. Synapse will review and comment on the RFP to solicit specific projects for funding, with a particular emphasis on helping DEEP develop evaluation criteria and metrics for projects to report on proposed performance and progress. After the RFP is released, Synapse will then apply the evaluation process and criteria to select and prioritize projects for implementation. As part of its work effort, Synapse will quantify the cost-effectiveness of projects by developing estimates of the benefits and calculating benefit-cost ratios.
