Synapse provided expert testimony on AGO’s behalf in D.P.U. 24-195, 24-196, 24-197 regarding EV program mid-term modification proposals from NSTAR, National Grid, and Unitil. Synapse’s testimony focused on ensuring balanced support for Level 2 and Direct Current Fast Charging (DCFC) as well as responsible expansion of managed charging programs. In response to Synapse’s recommendations, the DPU adopted more aggressive reductions of DCFC rebates to ensure more remaining funding for Level 2 charging, set a requirement for residential NSTAR customers receiving rebates to enroll in a new managed charging program, and denied NSTAR’s proposed Bidirectional Charger Incentive Pilot due to the proposed pilot being duplicative with existing efforts.
