Pennsylvania is one of just 13 states where municipalities hold sole authority over siting wind and solar generation facilities. Legislators in Pennsylvania have introduced two siting-related bills: one establishing a state permitting board (HB 502) and another introducing siting reforms for renewable energy projects (HB 2651). On behalf of Clean Tomorrow, Synapse evaluated the barriers to electricity generation development in Pennsylvania and assessed the potential impact of the proposed legislation.
