Massachusetts EV Charging Infrastructure Programs Review
Synapse provided expert testimony on behalf of the Massachusetts Office of the Attorney General in the Department of Public Utilities’ dockets on the next phase of EV Infrastructure Programs proposed by Eversource and National Grid. Together the programs would direct $360 million in ratepayer funds over four years, from 2027 through 2030, with funding spanning commercial, residential, multi-unit dwelling, and managed charging segments. Synapse evaluated the proposed incentive structures, deployment targets, budgets, benefit-cost analyses, and tracking metrics. The testimony recommended modifications to provide higher incentives for projects serving low-income communities and mass transit fleets; implement per-project incentive caps to ensure program budgets can support a greater number of projects; focus residential program funds to low-income customers; and require benefit-cost analyses for managed charging programs.
