Synapse supported the Minnesota Department of Commerce with the development of comments on Xcel Energy's proposed Peak Time Rebate (PTR) program, including evaluating Xcel's benefit-cost analysis, integration with MISO markets, eligibility rules, and customer enrollment pathways. Based on Synapse's analysis, the Commission delayed the approval and implementation of the PTR program to ensure that customer load reductions under the program can deliver generation capacity benefits.
