Performance Incentives and Earning Mechanisms in Hawaii's Performance Based Regulation Framework
Synapse has supported the Division of Consumer Advocacy (DCA) in a performance-based ratemaking docket since 2018. This docket has covered several innovative Performance-Based Regulation topics, including extended stay-out periods, a consumer dividend, symmetric earnings sharing mechanisms, and a variety of new performance incentive mechanisms such as an accelerated Renewable Portfolio Standard; a comprehensive mechanism to provide incentives for capital expenditures and operating expenditures, timely retirement of fossil units, interconnection and expansion of distributed energy resources, interconnection of utility-scale renewable resources, and utilization of a variety of grid services. Synapse is supporting the DCA by attending workshops, reviewing proposals from Commission Staff and other stakeholders, preparing comments to the Commission, and drafting briefs.
