Synapse conducted modeling to assist NRDC in understanding the rate and affordability impacts of proposals that focused on changes in ratemaking, rate design, and revenue requirements for California's electric utilities. Synapse examined options for lowering rates including reducing the utility's revenue requirement, changing rate design, increasing utilization of the electric system through electrification and using income to inform who pays for the electric system.
