PPL Electric Utilities Corporation Large Load Rate Design
PULP hired Synapse to address PPL's proposed large load tariff as part of its 2025 base rate case proceeding. Synapse recommended a separate rate class for large load customers and that all incremental costs associated with serving large loads be directly assigned to these customers. Additionally, Synapse recommended that large loads be responsible for covering their share of embedded costs, and that these customers be required to contribute to hardship alleviation programs to offset their impacts on wholesale market generation capacity costs. The case settled, with adoption of certain recommendations including the recommendation for required hardship program contributions. Direct assignment of system upgrade costs was deferred given continued uncertainty about transmission cost allocation jurisdiction.
