In 2011, Luminant filed a petition for review in the U.S. Court of Appeals for the District of Columbia Circuit challenging the Cross-State Air Pollution Rule (CSAPR) as it applies to Texas. On behalf of Sierra Club, Synapse's Bruce Biewald and Bill Steinhurst submitted testimony before the D.C. District Court on ERCOT system reliability, CSAPR obligations and compliance flexibility, and Luminant's job loss estimates, among other issues.
