Options for State Funded Energy Efficiency Programs in the Forward Capacity Market


As a result of the settlement agreement approved by the Federal Energy Regulatory Commission that allowed ISO-New England to develop and administer a Forward Capacity Market for New England, a potential new revenue stream for utility DSM programs was created. This created many new decisions for regulators regarding how programs should participate in the market and how the resulting revenues should be used.
