Tim Woolf presented “A Regulator’s Perspective on Energy Efficiency” at the Efficiency Maine Symposium on September 7, 2011. Using Massachusetts as a case study, he discussed the benefits of energy efficiency that flow to all customers, rate and bill impacts, equity and participation rate considerations, opportunities to increase participation, and the costs and benefits of the three-year plan.
