Synapse evaluated cost estimates, potential cost escalation risks, and levelized costs (per kilowatt hour) for Duke Energy's proposed William States Lee III nuclear power plant in South Carolina. Synapse identified and reviewed the extent to which these costs and risks are likely to be borne by ratepayers.
