Testimony Regarding Proposed Catalytic Reduction Systems for Jim Bridger Coal Units 3 and 4

Synapse developed expert testimony evaluating the reasonableness of the assumptions used by Rocky Mountain Power (d/b/a PacifiCorp) in the modeling that supported the company’s request for approval to construct Selective Catalytic Reduction (SCR) systems at Jim Bridger units 3 and 4. Synapse’s testimony: evaluated the assumptions and validity of the data underlying the range of natural gas and carbon dioxide prices used by the company; reviewed opportunities to avoid significant and high-cost transmission investments; critiqued the assumption that the fate of the Jim Bridger generating state should be dictated by the need to fund remediation activities of Bridger Coal Company; and proposed that coal prices at Jim Bridger, and in other planning exercises, should be evaluated at fair market prices to capture opportunity costs.
