Synapse was engaged by Nova Scotia Energy Board counsel to review and develop testimony regarding Nova Scotia Power’s (NS Power) cost-of-service study in Matter 12451. Caroline Palmer of Synapse raised multiple concerns regarding the cost allocation methodologies used by NS Power, including its use of the minimum system method. In its Decision, the Board directed NS Power to implement a load carrying capability adjustment to account for the demand component served by the minimum system used to classify distribution system costs. In addition, the Board ordered NS Power to address the additional cost-of-service concerns raised by Ms. Palmer in its subsequent rate case application. Project completed in March 2026.
