Review of NV Energy’s Fifth Amendment to its 2021 Integrated Resource Plan

Sierra Club retained Synapse to evaluate NV Energy’s plans for its Valmy and Tracy coal plants in its Fifth Amendment to its 2021 Integrated Resource Plan. In its application, the Company proposed to convert Valmy to operate on natural gas, invest in new emissions reduction technology at both Valmy and Tracy 4/5, and extend the units’ operations through 2049. Synapse prepared testimony demonstrating that the Company had not provided adequate support for these plans. Synapse showed that the Company’s plans were focused on maintaining a higher-than-necessary standard of reliability for its Distribution Only Service customers, who would not pay their fair share of the costs of investment in coal generation.
