Review of PacifiCorp's 2023 Integrated Resource Plan

Synapse provided analytical support to the Oregon Public Utilities Commission Staff (PUC Staff) in evaluating PacifiCorp's 2023 Integrated Resource Plan (IRP). Synapse analyzed and critiqued PacifiCorp's filed IRP, Clean Energy Plan (CEP), and IRP update on key topics including scenario input assumptions, modeling framework, and greenhouse gas emissions compliance obligations under Oregon climate laws. As a part of our work for the PUC Staff, Synapse prepared numerous memos which PUC Staff used to inform its comments and recommendations. Synapse also provided PUC Staff with a memo discussing best practices for future IRP processes.
