Strategic Roadmap for Building Decarbonization in New Jersey
On behalf of New Jersey state agencies, Synapse developed the New Jersey Strategic Roadmap for Building Decarbonization to support the state’s decarbonization goals. This comprehensive report outlines New Jersey’s climate policies and targets, the greenhouse gas emissions profile of the building sector, key decarbonization technologies—including heat pumps and refrigerants—and both current and proposed initiatives to advance building decarbonization. The report also provides an in-depth analysis of major barriers, challenges, and opportunities across several critical areas, including: (a) the future of gas, (b) grid impacts, (c) bill and rate impacts, (d) building upgrade constraints, (e) customer adoption, (f) workforce development, (g) health impacts, and (h) equity and environmental justice. The Roadmap concludes with a series of actionable recommendations specifying implementation timeframes and responsible state agencies. These recommendations aim to accelerate building decarbonization through utility regulatory reforms, innovative and enhanced state policies and programs, workforce development, equity and environmental justice initiatives, and improved data collection and performance tracking.
