Support for Focus on Energy’s Quadrennial Planning Process IV
On behalf of Clean Wisconsin, Synapse provided technical comments in all three phases of a Wisconsin Public Service Commission proceeding on Focus on Energy’s Quadrennial Planning Process (Docket 5-FE-104) in 2022. For this project, we assessed: alignment of the program administrator’s goals and specific measure offerings with Wisconsin’s decarbonization targets, collaboration with utility demand response programs, and low-income programs; the many technical considerations for prioritization and budgeting (including time value of distributed energy resources, peak load mitigation, under-served customers, avoided gas and electric costs, avoided carbon emissions, cost-effectiveness screening, and others); and key performance indicators for several targets (income-qualified programs, rural programs, savings goals, and more).
