Testimony on EfficiencyOne’s Benefit-Cost Analysis Test

Synapse was retained by the Nova Scotia Energy Board to evaluate EfficiencyOne’s (E1) proposal for a new benefit-cost analysis (BCA) test (the “Nova Scotia Test”) for evaluating demand side management (DSM) plans. Courtney Lane submitted Evidence in support of E1’s proposed BCA Test. Ms. Lane testified that E1’s proposed Nova Scotia Test is an improvement over the current total resource cost (TRC) test because it accounts for both participant benefits and costs and is more consistent with Nova Scotia’s energy policy goals through the incorporation of non-energy impacts. She also found E1’s use of proxy values to be a reasonable approach to estimate participant non-energy benefits.
