Testimony on Electric and Gas Cost Allocation in New York

In September 2024, Synapse filed expert testimony on behalf of the New York Utility Intervention Unit (UIU) regarding National Grid (Niagara Mohawk)’s cost of service and revenue allocation proposals. Synapse recommended improvements to the Company’s minimum system study, which is used to classify distribution costs as either demand-related or customer-related. Synapse also proposed alternative ways of allocating revenue among customer classes, based on the results of an alternative cost of service study (COSS). In addition, the testimony recommended changes to how transmission costs are allocated so that they better reflect today’s power system, especially for projects driven by public policy goals.
