Synapse was retained to assist the Attorney General's Office in the Empire District Electric Company rate case.  Synapse investigated a number of issues including excess capacity, the cost of new generation, transmission and distribution investments, the Company's weather normalization methodology, and the rate of return. Project completed in July 2003.
